More than a year ago, his name was often mentioned in news articles, news reports, and interviews. He is frequently associated with the SAF 44 or the Mamasapano tragedy January 25 last year. He was invited in senate inquiries, phone and sit-down interviews.

 

Getulio Napeñas was the former Philippine National Police Special Action Force (PNP-SAF) director and one of those blamed for the death of at least 68 people during the Mamasapano encounter in Maguindanao.

 

“It was a command decision and we had been working on it for a long time and as a commander, I decided that it was best not to inform other units in the police and the Armed Forces of the Philippines about the plan of initiating the actual assault. It was a judgment call and I take full responsibility,” Napeñas said in an interview with Inquirer.net.

 

But he questioned why he was the only one being dragged in the issue and not also President Benigno Aquino III and former PNP Chief Alan Purisima, when they were all involved in the operation also known as “Oplan Exodus,” which aimed to capture Zulkifli bin Hir alias Marwan, a Malaysian terrorist with $6-million reward from the United States.

 

“Hindi katanggap tanggap ang ginawa sa amin. Kami po ay inutusan ng ating Pangulo, ginawa namin ang trabaho. Kami ay iniwanan at tinalikuran,” Napeñas said during the announcing of UNA’s senatorial slate in Mandaluyong City.

 

According to him, the president gave him the go-signal to execute the “Oplan Exodus” after he presented the concept of operations. He followed the instructions of then suspended Purisima to not inform former Interior Secretary Mar Roxas which violated the PNP Chain of Command. He was unsuccessful in supervising and controlling the personnel which led to the death of the commandos, members of Moro Islamic Liberation Front (MILF), and civilians. He wasn’t able to coordinate with Armed Forces of the Philippines (AFP) even if he was directed by Aquino to do so.

 

Because of that bloodbath, Napeñas was fired from his post as PNP-SAF director and was charged with negligence of duty.

 

Born on July 18, 1959, Napeñas is a member of Philippine Military Academy Sandigan class of 1982. Before being assigned as SAF commander on December 11, 2013, he was first assigned to Maguindanao as the head of Regional Special Company.

 

SAF, known before as Philippine Constabulary-Special Action Force, was created on May 16, 1983, and Napeñas was among its first batch of officers. He was assigned as director of Caraga region’s Police Regional Office in January 2012. Afterwards, he became the chief directorial staff and deputy director of SAF.

 

Platform and advocacies

 

  • Law and order, security and justice: He wants to reform/modernize the criminal justice system through the enhancement of capability, disciplinary mechanism, and benefits of personnel. He also said that there is a need to continue AFP modernization, a need to register prepaid sim cards, and a need for national identification card.

  • Quality education for all: “The priceless achievement of one is to finish school, get a degree or skill, then get employed to earn a decent money for living. The different state colleges and universities in the regions and provinces including TESDA have to be enhanced in terms of facilities, curriculum and teachers, same standard with the University of the Philippines with minimal fee or free for students.”

  • Illegal drugs: “It is the PDEA that has to be enhanced dramatically as soon as possible and the PNP shall be taken out from this endeavor.”

  • Insurgency, terrorism, kidnapping and extortion: developing and supporting conflict areas through concreting of roads, electrification, communication, livelihood programs, and intel driven aggressive operations against hardcores.

  • Job creation in the provinces: “The influx of people to Metro Manila remains high, thus compounding the problems of traffic and congestion, for as long as jobs are not available in the provinces. But then jobs are only few in the provinces as investors and tourists shy away due to threats of extortion, burning of equipment and bombing from the CPP (Communist Party of the Philippines)/NPA (New People’s Army) and other terrorists groups, kidnapping for ransom, brownouts, and lack of infrastructure.
